What this district is

The district began to take shape back in the 1930s and today combines older city housing with renewed and new buildings appearing gradually. That sets it apart from the newer districts of the city.

Here a buyer is not choosing an apartment in one of several similar projects but a specific building with its own history, condition and prospects. Which is why two apartments of the same size on neighbouring streets can differ completely in market value.

Much of the housing stock dates from the 1960s and 1970s, though there are both older and considerably more modern buildings. Deals involve 3, 3.5 and 4-room apartments of varying size and condition. What matters most when choosing:

  • floor level and whether there is a lift
  • parking and balcony
  • the registered floor area
  • any renewal works carried out on the building
  • urban renewal plans

For a district with many older buildings that is a serious long-term factor. But one rule applies: the phrase "this building is getting pinui-binui" guarantees nothing by itself.

Years can pass between a residents initiative and an approved scheme, a building permit and actual demolition. So before buying you need to establish what really exists: neighbour talk, owner signatures, a contract with a developer, an approved plan or permits already granted.

Buying with renewal in mind

An apartment in an older building can be attractive precisely because of future renewal. But paying today for the promise of a future new apartment is risky.

We separate two values: the real price of the apartment as it stands, and the additional potential backed by documents. The further a scheme has progressed, the more seriously it can be counted. Where there is only talk or an early initiative, pricing renewal in as a guaranteed fact is wrong.

A central location

The district sits in the older central part of the city, near routes such as Herzl, Rothschild and Jabotinsky, while keeping quiet residential streets inside it.

For residents that means access to long-established city infrastructure: shops, services, schools and public transport.

Transport

Many bus routes run through the district and the streets around it, linking this part of Rishon LeZion with the rest of the city and central Israel, including towards Tel Aviv. The Rishon LeZion HaRishonim railway station is reachable as well.

Transport is best judged from the specific address: distances vary noticeably inside a large older district.

Why there is no single district price

The market here is not uniform. Older three-room flats, spacious family units and apartments in modern buildings are on sale at the same time, so an average district price says little about a specific apartment.

A renovated apartment in a renewed building with a lift and parking is one product. One of the same size in an old building with no lift, needing a full renovation, is another entirely. And an apartment in a building with a documented, advanced renewal scheme follows a third logic.

Who the district suits

Families and owner-occupiers, for the central location and the ready urban setting. For buyers on a tighter budget the older stock offers a way into central Rishon LeZion without moving up into new-build prices.

An investor may be drawn by the liquidity of smaller apartments, the rental market and renewal potential. But here above all it matters to understand what you are buying today and how much of what is promised for the future is actually backed by documents.
